The details of the report created by the Independent Review Panel, headed by Dr. Brandão Rodrigues, which looked into the incidents that took place during the Champions League final between Real Madrid and Liverpool on May 28, 2022, in Paris, are made public. As per the report, UEFA, the event's organizer, is named as the "first responsible" for the serious incidents "that almost led to disaster" at the Stade de France.
"Although it is reasonable to delegate security tasks to others, in the first place the FFF and the Police Prefecture for security issues, it does not mean that UEFA is absolved of its responsibility. UEFA was playing a central role in the organization of the event and should have monitored, supervised and contributed to the security measures. Mistakes were made by the other parties which contributed, but it was UEFA who was in charge," the experts state.
Soon after the report was released, UEFA issued a formal statement highlighting the fact that "it is currently analyzing the results of the report and evaluating them against its own analysis of the organization of the event and the events that occurred around it." Additionally, the European organization "is reviewing the recommendations in order to introduce the necessary changes and provisions to guarantee the highest level of safety for fans in future finals." A unique refund plan for impacted fans will also be announced separately by UEFA.
